The rapid decline of Cardiff's most popular quarter, formerly a central offloading point for the coal from the Southern Welsh mines, has been arrested by an ambitious project to redevelop the area and to create new cultural centres. The project centres around the construction of a dam across the the Taff estuary, which will create a 200 ha freshwater lake with beaches totalling 13 kilometres in combined length.
